This is a the Street Chandelier, created by Austrian artist Werner Reiterer.
Chianoscuro is Italian for light-dark, and it is the term used in art for the depiction of the subject in strong contrast. The technique is used mainly by darkening the background and highlighting the figure/subject matter in strong light. Artists that have used this technique are numerous throughout the ages, but a few of them are: Giovanni Baglione, Caravaggio, Tintoretto and Veronese. In the most extreme of contrasts in chiaroscuro, it can be called Tenebrism. Tenebrism is accredited mostly to Caravaggio, even though it was first used way before him. Giovanni Baglione. Sacred and Profane Love. 1602–1603, showing dramatic compositional chiaroscuro
I found this online but I have no information on the artist.
Interesting to see art in such an unusual medium. Also, someone managed to defend Comic Sans! It is possible! "The question for each man to settle is not what he would do if he had means, time, influence and educational advantages; the question is what he will do with the things he has. The moment a young man ceases to dream or to bemoan his lack of opportunities and resolutely looks his conditions in the face, and resolves to change them, he lays the corner-stone of a solid and honorable success."
